When the United States borrows money it is limited by National Statutory Debt Limit or often called “debt ceiling” and is set by congress. It first began in 1917 with the Second Liberty Bond Act, which helped finance the United States’ entry into World War I. Since then Congress has raised the statutory limit on the amount of U.S national debt dozens of times.
